Colin van Noordt

PhD Researcher @ Tallinn University of Technology (TalTech)

I am a PhD Researcher at the Ragnar Nurkse Department of Innovation and Governance at Tallinn University of Technology in Tallinn (TalTech), Estonia. I am currently working as an External Expert for the European Commission’s AI Watch team, where I am contributing to the research activities on the use of AI within public services and co-author of the AI Watch – Artificial Intelligence in Public Services report.

My PhD studies focus on the public value of AI in public services, so I am conducting research on both the use and impact of the use of AI technologies with a socio-technical view.

In addition, I am part of the expert group on the Exploring Digital Government Transformation (DigiGOV) study and am involved in various other European research activities such as ISA2’s Innovative Public Services study.

Before my current research activities, I graduated magna cum laude from the new joint-master degree Public Sector Innovation and eGovernance at the University of Leuven, the University of Münster and TalTech. During my studies, I have assisted the organisation of the high-level conference Tallinn Digital Summit in both 2018 and 2019 and was a Visiting Researcher at the European Commission’s Joint Research Centre Seville.
